Google Consent Mode v2, defaults first.

ConsentAlly is being built to set the Google Consent Mode v2 defaults to denied before any Google tag can run, to hold the tags until the visitor decides, and then to send the update, so Google Analytics and Google Ads receive the visitor's actual choice and nothing before it.

The seven consent types

Consent Mode v2 has seven signals: ad_storage, ad_user_data, ad_personalization, analytics_storage, functionality_storage, personalization_storage and security_storage. The defaults will be emitted by the synchronous script, so they are in place before Google Tag Manager or gtag.js loads, and everything not granted will be denied. A store will be able to set different defaults per region.

Basic or advanced

In basic mode, which will be the default, Google tags will be held until the visitor consents, so Google receives nothing before a choice, not even cookieless pings. In advanced mode, Google tags will load with denied defaults and send cookieless pings before consent; a store will be able to choose it in the dashboard. URL passthrough and ads data redaction will be settings too.

With Google Tag Manager

Tags fired through Google Tag Manager will be held like any other script until the visitor decides, and the Consent Mode defaults will be set before the container runs. On Shopify this is the part Shopify's own banner does not cover; the Shopify page explains why.

Microsoft too

The same decision will be passed to Microsoft Advertising (UET) and Microsoft Clarity through their consent modes, with denied defaults before either tag runs.
